make it to steal 10 to 50 random officers at once! the price has represent this increase of officers that change company of course.
a card like this would create some animosity between traders for sure. i can see how this card could be used in nation wars :)

I understand your concern, but that would require large merchants to attack other merchants. This isn't a risk free action, where as bribes are.

No, all it requires is large fleet-owners to attack anyone much smaller ( with this card), be it merchant, pirate or newb : as such, it is also easily exploitable, a large player can farm their smaller guild-mates for officers with a small bonus paid to them and no comeback.

That is the definition of milking which is against the rules. If a card could be used for milking and thus should not exist, there are a few existing cards that need to go away. You can farm smaller players with the commandeer card, should we get rid of it.

I disagree. This would only be milking if the large player paid the bonus to the newbie, not otherwise. Maybe not even then as paying for voodoo casting is not explisitely forbidden. Ordinary use of this card against relatively new players would anyway be legal use of the card. As using commandeer on new players is. Nothing illegal in that. Trying to profit from it will be hard, though. Most new players won't have ships out of fleets. To profit from using commandeer against a new player, that player would have to actively cooperate. In which case it WOULD be milking. If I see a new player with a SoL out of fleet, too bad for him. I have no qualms about commandeering it.

This would be the same as casting assassinate on a target and bribe on yourself, I don't see how its exploitable but, since its actions that already exist in normal voodoo, I don't see the need for this.
