a card like this would create some animosity between traders for sure. i can see how this card could be used in nation wars

That is the definition of milking which is against the rules. If a card could be used for milking and thus should not exist, there are a few existing cards that need to go away. You can farm smaller players with the commandeer card, should we get rid of it.
