Antagonize achieves a similar effect. Players will stop their trade fleets, as to continue trade routes will result in a loss of gold coin, because antagonize sets all resources selling prices to base price -2. So you buy the resource at X and you sell it at X-2 netting a loss in gc. It is a very affective voodoo.
