Then what purpose does this serve.

If someone has 300 ships out of fleets. You can take them all by Commandeer.

No one is going to have 300 Commandeers unless they have some serious cash being spent on the game.
PM me any complaints (10M gold coin wire fee is mandatory).

Who says just one? Delrio said someone can avoid this by putting a ton of ships out of their fleets. lol, just call over the guild and everyone will be taking some.

No, 25% is the cap. You have misread. One voodoo card = 1 fleet immovable.

That's not how it reads. You should update the card explicitly stating so.

Description: Target Player cannot move one random fleet for X hours. Where X is the amount of turns you invest. Maximum is 6 hours. Maximum it can be cast is 1/4 the amount of fleets the player has.

What do you mean???? It is how it reads. You seem to be the only one who did not understand it.

Still -1. The card is unnecessary. And having it be stackable with an unknown limit is unlikely to be approved.

What? Antagonize does something completely different.

Antagonize achieves a similar effect. Players will stop their trade fleets, as to continue trade routes will result in a loss of gold coin, because antagonize sets all resources selling prices to base price -2. So you buy the resource at X and you sell it at X-2 netting a loss in gc. It is a very affective voodoo.

The card is meant to hurt low lives with smaller amount of fleets.
