Let even say he's right. Said who? How does he know what the framer mean? This seem like the author's own interpretation than those of the actual writer who wrote it. As far as anyone is concerned, Trump *is* officially impeached, and arguing over this is irrelevant/moot to the point, especially, as the author said, "Taken literally, they don’t directly say that articles of impeachment passed by the House must be sent to the Senate."
Sure. Then there is the expert legal opinion of the democrats own witness from the impeachment hearing. His legal opinion apparently mattered.
