In truth I would prefer to see any additional bonuses grow out of future development : specialised crew/officers for example : blockade bonuses could require a flag-ship as blockade leader which gets a boost for that.. and so on.
My main focus for this proposal was 'Keep It Simple, Stupid!'... let further developments grow from it and onto it.
CJ has already spoken of an idea to increase attribute levels overall : perhaps that is another area in which flagships could gain an extra lift too.

Don't forget Danik, in wolfie's proposal, he is not talking about bonus attributes but rather, the ability to reallocate existing atts in a wider range of qualities at the expense of other qualities.

I like your proposal as it is simple and somewhat effective in ticking all the boxes for pirate and trader alike.
I think specialized crew and EXP can wait for further national developments. Not mixed in with a variably wider attribute allotment.
As long as the cap remains at 60, nothing will become invincible or overpowered and maybe more specialized at a given task. It could be fine tuned for different tasks the owner may ask of it all be it offensive or defensive capabilities.
I'd even go further and say every ship could benefit from this change but Flagship would be a good test and if it proves out to be a likable option, well, there will be further things a Flagship can do to keep it distinguished from the general masses.

One of the major stumbling blocks in regard to plundering in general is the fact that it is possible to make every ship equal or the same.
The problem is not the 60 att cap but the fact that a maximum of 10 atts can only be allotted to each category.
This sets the stage for no variety in ships because there is only one final configuration- all atts get 10 if you want to spend the MC's to do it.
Voodoo side effect- the price of Remodel would skyrocket
Sorry for the slight derail ...

I agree with you there Stan : I proposed similar elsewhere now lost in the mists of time and disinterest.
As I said : I kept it simple framework to which other developments can add more later. Its not the whole answer but maybe its a starting point.

Yes Stan. Thank you that's exactly what I meant and I agree every ship could benefit from it and I agree that flagship could be great ground to test it. Danik covered all the boxes needed these small things that can be built in original idea and if this is added then when two 60 pointers of the same type and same traits meet luck will not only deciding factor

Is the extra plunder paid from game or players purse? This is a major point that needs to be clarified

I would like it to come from the players purse : still subject to the 250k (+AP bonus) overall cap tho.
For why? It might encourage more pirate plunders for more coin gauning more danger leading to more counter-fire from aggrieved victims and we all want more PVP, dont we!

That's not how it works...you would just find merchants shifting to being pirates.

More pirates equals more folk looking for plunder equals more PVP.

More traders becoming pirates : you make that sound like a bad thing?

You make it sound like people would just randomly fight for fun.
