I agree. These rewards should be appealing for a new player but too low for an experienced one. I tried to make examples like 10k or even less for this reason.

I wouldn't increase the missions, as they could reach levels too high. As well I wouldn't include "battle" missions, for they would be too similar to Nation missions. What I have in mind are just things a Governor could ask to a newer Captain, like carry these crates there or trasport immigrants here, etc. for small rewards.
Couldn't this be a help for a player at the beginning?
