We can agree Chalkos/ Goroum route does not work.
The only option for a trade fleet leaving Goroum is Gold Bars, or immigrants. You could load some other resource out of your warehouse, but that is dumb because it is counter productive to your goal. There is no scenario that works to bring food into Goroum, if your hideout is there, except manual trade.
My suggestion of letting the fleet depart Goroum empty is the only option that makes sense. It is also the easiest one for developers to accomplish.
It would still handicap Goroum as far as being a viable trade port until plantations, but i would be an option for those who have their hideouts in that port.
