when a captain who nominated a draftee could not secure that player in his team than he can select e new player immediately. this to be repeated until he secures a player for his team. the captain who gained a player while it was not his turn loses his turns to nominate a player until the other teams have the same amount of players as his team. (he can keep bidding on other nominees however.)
in this scenario do the draftees get a reward as soon as they sign on to a team, paid by their team captain.
the captains can keep the remaining capital as their reward. once the draft starts the capital available cannot be raised anymore.
this scenario will hopefully prevent the buying of votes in the end, and put value to the various players.
But that would be against PG rules of funding other players
