If you are trying to say the USA and Russia do not have nuclear or biological weapons then you are delusional.
The fact that they do, among handful other country will always remain an argument for other countries to try to get them to get stronger.
Trying to swat other countries effort without UN approval is in its entirety an act of war.
Every drone strike is the equivalent of both a terrorist attack and an act of war.
Every prohibited weapon in the arsenal of a super power is an argument for a growing country to try to obtain them. If you think treaties stop anyone you are mistaken. Secret efforts will always be there. Additionally nothing stops any country from walking out and tearing a treaty. Trump is a good example of that when he tore NAFTA and TPP among other things.

I didn't call you ignorant, and you obviously didn't read them. I also never said the USA or Russia didn't possess Nuclear Weapons. I pointed out your assumption that those possessing it only want others to not have it.
The US and Russia, who possess >90% of all nuclear weapons, have been reducing their stockpiles since the 1970s. Google START Treaties.
Most nations do not have stockpiles of Biological Weapons, in fact the US does not have them at all. US Laws ban the development of Biological Weapons and all US Biological Stockpiles were destroyed in the 1970s. Research for defensive purposes is allowed, but the amount of biological agent is not enough to institute a weaponable amount.
Also never said that a nation can't pull out of a treaty.
I see that you think the UN has some supreme authority. The only authority the UN has is provided by the benefit of the 5 permanent members of the UN Security Council (USA, Russia, UK, France, & China). Try to pass a resolution in the UN without the support of all 5 members.
As I said before, the USA notified Russia 1 hour prior to the strike occurring so as to allow Russian personnel to evacuate the area. Russia could have easily objected and said they would not move, thus an act of war when the missile struck killing Russians. But that didn't happen as Russia did not object, but did state that it was not supportive of the US taking unilaterally action. Other nations have come out in support of the US decision to strike.
Drone strikes are not an act of war when the USA and the host nation of where the strike occurred have an agreement allowing them. Google Yemen's discontinuing of authorized US Drone Strikes.
