Why use a SoL to defeat a large frigate? Why use a large frigate to defeat a frigate? The point is this: To defeat a fleet, you build one that is better. Then someone else build yet another, better fleet to beat yours. And so on. However, at one point, the fleet gets so good - and so valuable - that it is worth stealing. That's where the arms race ends. Big fleets have their use, but they must be used differently than lesser fleets. Since I attack a lot, I can not use the biggest ships. Were I instead hunting for Gold Bars, I would definitely be using bigger ships to be able to defeat the escorts used by gold bar traders. And if I only wanted to hit someone every now and then, without needing to use voodoo to do so, a fleet with a couple SoLs would be nice. Such a fleet is great against a player like me. Unless you use it too much, in which case you lose it.
Booty masters are, as I see it, necessary. Let's not make the game safer. Let's rather make it more risky, if anything!
As for the math: 14 BMs will take half your gold. So if you have 16M then:
14 BMs -> 8M
28 BMs -> 4M
42 BMs -> 2M
56 BMs -> 1M
So in order to get a gold level from 16M down to 1M, you need 56 BMs. Possible, sure, but very expensive. Only a truly stupid fleet setup would be worth that kind of BMs.
