ship tax depended on total cargo volume (Small)

adjusting Y according to base value and decreasing it while base value up may support war ships tax. less tax for war ships more tax for trade ships.

There is always ways to prevent such a things if nation is run correctly. So this is bad idea in my book because it will not affect ammount like you predict it because if someone wants to protect themselves from tax payment they will go in their own private small nation and set taxes there meaning that it will just punish new players and mediocore traders who actually hang here to spend some time without making game being work

Many ships give a high income. No-one makes more gold than the big traders. For this reason, several systems are in place to LIMIT the number of ships people can use, and make it more expensive to have many ships, to balance out the huge trade income such players can get, like the increasing cost of officers (up until one only uses Bribe) and increasing chance to lose a level when being plundered (up until 100% chance). I do not think we need a system that pulls in the other direction.

If we ever get a system with real war between nations, with standing national fleets / blockades or such, then I guess there will be room for several new laws. Like support or tax relief for players contributing to national fleets. But that's another story for the distant future.

I guess that works, but I don't know why any nation would approve it. A nation can simply tier the tax rates so that lower ranks pay a high tax rate and the council pays almost nothing (See Nation of Niue. King is Captain Da Vinci). Most players that get on the council aren't playing with a hand full of fleets and to stay on the council would need to put in influence. Influence costs some serious gc. If they don't have the ships to make the income to support a good influence level, they drop from the council and have to pay a higher tax rate.

Nothibg wrong with CDV nation he saves his gold that way... Somalia was like that, Mexico is another example of it... it is not point if the story here I still think this is bad but luckily it is another law so it is up to decision of nations tonuse it or not

I agree that this is a bad idea. Those nations provide a reason of why this isn't really needed, as one can use existing laws to reduce tax rates. There are lots of nations with no active players. Take one over and change the laws so you don't have to pay taxes. I don't see any nation implementing this.

So if I understand this right, your proposing that a new player that maybe 20 LMM and a very small war fleet should pay 5X more in tax than someone with 200 LMM?

No nation outside of a single player nation like CDV would implement this. If they did they would lose all their new citizens.

or am i missing something here?
