I could see having a variable tax rate set by the nation for each ship. It would be a lot more complex.

I guess that works, but I don't know why any nation would approve it. A nation can simply tier the tax rates so that lower ranks pay a high tax rate and the council pays almost nothing (See Nation of Niue. King is Captain Da Vinci). Most players that get on the council aren't playing with a hand full of fleets and to stay on the council would need to put in influence. Influence costs some serious gc. If they don't have the ships to make the income to support a good influence level, they drop from the council and have to pay a higher tax rate.
