That is the definition of milking which is against the rules. If a card could be used for milking and thus should not exist, there are a few existing cards that need to go away. You can farm smaller players with the commandeer card, should we get rid of it.
I disagree. This would only be milking if the large player paid the bonus to the newbie, not otherwise. Maybe not even then as paying for voodoo casting is not explisitely forbidden. Ordinary use of this card against relatively new players would anyway be legal use of the card. As using commandeer on new players is. Nothing illegal in that. Trying to profit from it will be hard, though. Most new players won't have ships out of fleets. To profit from using commandeer against a new player, that player would have to actively cooperate. In which case it WOULD be milking. If I see a new player with a SoL out of fleet, too bad for him. I have no qualms about commandeering it.
