*24 hour duration is crazy sauce. You could effect thousands of fleets in that time. Trying to sort through the port plunder list would be pure silliness: imagine how many times you would need to hit 'refresh' on the plunder page to find someone not in your guild or nation.
*2 hour duration is wild although not as crazy as 24 hours. I still support a 20 or 30 minute duration which would provide hundreds of targets for your guild to plunder.
It seems reasonable that each fleet has a chance to avoid the chaos. Maybe with 30% the duration could be increased to 1 hour.

We clearly have VERY different opinions about this. 30 minutes? Take a look at the port gossip pages. You can get more targets using 4-6 HN cards than doing this. Also, remember that trade routes will stop. After a time, there will not appear any more fleets to light up, because their routes have been stopped.
This card was intended to attack a PORT, as much as providing targets to hit. The idea is to make trade stop altogether in a port for a period. Possibly convincing traders to move their trade elsewhere. This is a LEGENDARY card. It will be expensive. Definitely above hundred credits, maybe several hundred. If your guild wants simply to light up lots of fleets, using a hundred HN cards will be a cheaper option, probably providing more targets. This is to attack the PORT.
Which also is why I don't like the "Banana Party" as a substitute. That card has an entirely different purpose than this card. THIS card is for WARS.
