What with the inactives though? Farming the cards of inactives sounds TOO powerful and a bad business plan for the game longevity. And what defense can we give to the Pirate if we are to allow artificial hostility?
It's the Gallows! People should be given option to avoid them! If they brought it to themselves... oh well...
Another thing we could do, is to allow Hostility to raise up to 150 max with Urban Legends then require 200 or more Hostility for the Gallows. Or fine tune these numbers anyway.
