1. A lease is a contract over a specified period of time to use something of value, such as real estate, a car, etc. In this case, warehouse capacity. Rent is the specified payment in a lease. ( The term lease and rental are one in the same)
2. Expiration of lease results in storage capacity reverting back to owner of warehouse (lessor)
3. In this game, the lease will have to be prepaid to keep things simple and prevent failure to pay issues;
4. Lease is not paid, then lease is not active. Simple mechanism;
5. The player who owns the warehouse is subject to the voodoo hit. Any cargo contained in leased warehouse is the property of lessee, not the lessor and should not be subject to voodoo card, unless it was cast upon that player (Yes, this is an area for abuse, but it should be fairly minimal) OLOD is rarely used.
6. You don't sell or move your cargo out of a leased warehouse upon the lease expiration, it becomes property of the lessor, just like real life. Either renew your lease, sell your warehouse goods, use a party card or don't engage in warehouse leasing
7. Issue with which warehouse fills up first can be negated by limiting the number of warehouses you can lease to 1 per port. This makes those with larger warehouses have more bargaining power in a port. Remember, it is a market, lessors have to compete too.
If anything this is great for pirates as it gives them a recurring income source without risk. They can bury their ill gotten gains into warehouse capacity increases and then lease it out. I see a ever spiralling cost war to see who can build the largest warehouses to lease out. The larger warehouse will control the lease market.
