I think one has to bear in mind that most own nation hostility (indeed, most hostility in general) arises from NPC hits whilst farming : I dont think it is that good an idea to limit or discourage NPC farming overall : this could act in that way. then again, if the NPC prize is enough, it would cover any fines : but not for the new smaller player who gets less bang per buck spent on NPC farming .. so.. worth thinking on.
For those who see it as a way to combat nation take-overs.. well. it wont : Events like Mexico, USA and Midway are very specific cases, and dealing with hostility gain is part of the planning and forms how and which tactics are used : 'blue-on-blue' hostility played a minor part in all three cases, until the last knockings when it happened as folk bailed out, though there were a handful of 'accidental' flag losses when folk got their sums wrong and took a hit too many. In the case of the WWA and Midway, there was minimal hits carried out anyway.
I dont object to this law proposal : but I do think nations should consider 'honest' NPC-based hostility gain in fixing the level of fines.
