to fill the roster on ships, the captains send out "pres gangs" to round up able men.
this doesn't describe the function of the card exactly, but it does provide a neutral name.

press gangs will round up the victims and deport them
other names could be:
pressed relocation
forced relocation
port raid

Since this suggestion, we have gotten the ability to transport population with fleets. Without profit, though. I DO like the concept of this card. How about making it a "Port specific" card? Cast this on a port. For the duration of the card, transporting people from this port will also steal X gc per person moved from the controlling nation's treasury, and possibly affect influence as well? I think we should revitalize the discussion about this card, and not reject it.

The Kracken are not too inclined to support this card : they ask, 'Whats in it for them?' : a noted expert on Kracken behavior suggests that a portion of the souls involved be offered up as sacrifice to the Kraken and, favor thus found, the remainder may then be cashed in as suggested : a portion of 20% seems reasonable.

That's an interesting idea! I did some math on moving port citizens and I was not convinced I could make any appreciable difference in population even with all my trade fleets. Stealing from a treasury while doing it though... that sounds fun and lucrative!

So it sounds like this targets all fleets of the player. The gold coins stolen from the nation's treasury would be relative to the number of citizens transported. How about 10 gold stolen per citizen moved? A 5x LM fleet can carry up to 7,000 citizens out of a port every day so that would give the fleet a daily profit of 70,000 in addition to the benefit of moving the citizens. A 5x howker fleet can carry up to 3,500 daily which would provide a daily profit of 35,000 gold.

For a crafting recipe what do you think about:

5x Blacklist
1x Forced Labor
2s Terrorize
1x Antagonize
2x Official List of Demands
2M gold coins
Crafting Time: 12 hours

I figure this crafting cost is currently worth about 12 credits and 2M gold. It would take about 30 5xLM fleets or 60 5xhowker fleets to pay back the 2M gold crafting cost. If a player could dedicate 100 fleets to transporting with 4xLM+tail it would provide a daily profit of about 6M gold out of another nation's treasury. The citizens transported that day would provide 16,700 gold daily to the receiving port's nation (1M gold every 2 months).

Interesting thought exercises:
• 5x level 2 Trade Galleons with 5x favorable winds can carry 9,000 citizens from Tortuga to Tzogos or vice versa. A 100-fleet player could make a daily profit of 9M by moving 900k citizens.
• 4xLM+tail fleets with 5x favorable winds and 10sails/10hammocks using Royal Fleet could move 15,300 citizens between Tortuga-Tzogos in 1 day. A 100-fleet player could make a 15.3M daily profit from a nation treasury by moving 1.5M citizens. The receiving port would gain 41,900 gold per day in taxes (1M income every 24 days).

I think this should not target a player, but a PORT. So ANYONE transporting people from the target port gets the benefit.

How about, for those with few ships and fighting vessels you can 'kill' port population 10 gold coins per citizen?..
