Aye, on thinking on it perhaps nominated fleets ( plural) then you can decide how many you wish to set to work : which would then make it a form of 'trade route' and so could be set-up on casting the same way : ports to call at, action to take and which fleets to use.
My thinking was, a 5 LMM fleet (600) capacity could do certain runs twice an hour : given trade both ways, thats a fair earner not unlike TF : but the theft of population and relocation to perhaps your own ports, is a weapon of war : how to make it a worthwhile action but not too over-powered is a tough call : so, maybe the monetary reward should not be a key factor but still profitable enough for opportunists. Anyhow, a 600 cap fleet doing 2 runs per hour would make 288k per 24hr just from slave sales, plus inbound leg income of 28,800 crates profit : so yep, underpowered for a legendary card if thats all you want, the profit.
However, I do see an addition which would make it a nice earner : a nation could pass a law giving a bounty (paid for from nation funds) for each new citizen landed under this card : this would be a fair use of nation funds and could tempt folk into providing a regular service to favorable ports.
