I like the general idea behind that, Danik. But a single fleet will not be able to trade many slaves for 24 hours. Seems inefficient for a Legendary card? Probably still needs tweaking...

Aye, on thinking on it perhaps nominated fleets ( plural) then you can decide how many you wish to set to work : which would then make it a form of 'trade route' and so could be set-up on casting the same way : ports to call at, action to take and which fleets to use.

My thinking was, a 5 LMM fleet (600) capacity could do certain runs twice an hour : given trade both ways, thats a fair earner not unlike TF : but the theft of population and relocation to perhaps your own ports, is a weapon of war : how to make it a worthwhile action but not too over-powered is a tough call : so, maybe the monetary reward should not be a key factor but still profitable enough for opportunists. Anyhow, a 600 cap fleet doing 2 runs per hour would make 288k per 24hr just from slave sales, plus inbound leg income of 28,800 crates profit : so yep, underpowered for a legendary card if thats all you want, the profit.

However, I do see an addition which would make it a nice earner : a nation could pass a law giving a bounty (paid for from nation funds) for each new citizen landed under this card : this would be a fair use of nation funds and could tempt folk into providing a regular service to favorable ports.

OK. So How about this,
It specifies a fleet and a port, then for 24 hours, it will kidnap and sell from the population at 100 gc per person.

That certainly gives you a nice profit, but won't affect population much. I guess it depends what you want the primary purpose to be: A card that gives you gold, or a card which allows you to move population from one port to another.

I know you didn't mean it Phoenix, but Human Trafficking is an entirely inappropriate name for a card. It's fine to reference historical slave trading but "Human Trafficking" means sexual slaves these days. Sorry to get serious here but that name must be avoided.

What if someone decides they want to be the largest pimp in Avonmora?

And do you think that they didn't use slaves for sex back then?

In all seriousness, I agree with Phoenix on it. I think the card will likely have sensitivity issues no matter what we call it. Calling it something like "Abduction" may reduce the the sensitivity compared to calling it Human Trafficking, although Human Trafficking is an accurate name.
