There are many restrictions on this voodoo card, it adds only 1/4th, as well is rare. Not many can be used.

What restrictions, only 25% of fleets are affected? The cards makes 25% of the target player's fleets stationary targets, for up to 6 hours. Throw in other voodoo and those fleets are effectively sunk.

Furthermore, what happens when the fleet is mid travel? Does the fleet just stop?

As I said before their is already a stackable voodoo "Control the Skies" that reduces the speed of all target player fleets. This is too much and unnecessary.

I should tell you this, there is already a voodoo that stop someone from moving their fleets, but not completely, and that is Hostile Natives. This is why I don't really feel like this voodoo is needed.

I completely agree, the use of both Control the Skies and Hostile Natives are very effective tools in slowing down and preventing ship movement.

No, 25% is the cap. You have misread. One voodoo card = 1 fleet immovable.

This can be used for attack fleets and chasing down enemies. Note, this is NOT meant to target large merchants, but instead the big players with 10 fleets.

Yes, I do finally want a voodoo that hurts those lowlifes with only 5 to 10 fleet and have nothing to lose and a lot to gain, like Pirate Robert *cough*
*cough*.

More like 10 ships because you can have 10 fleets and 50-100 ships. Also , you can have 1 fleet and 300 ships.

Easy solution, a card named Commandeer.

While the intention may be to have a card to target the alleged 'low-lifes' with fewer than 10 fleets (probably a big majority of players in the game) : if the card is there it will be used to target all players, 'low-life' or 'noble trader' : voodoo doesn't run a social status report before hitting.

So, I think using a moral basis as justification for a card is a flawed argument.

It can be used to harm merchants as well.
