I few things came to my mind on this 25% of the total fleet thing, is that, what happens if he was casted 9 times with lets say 40 fleet, and later he lost 10 of the fleets?

Then he lost 10 fleets? The next time the spell is applied, it only affects 25% of 30 then.

And also, when a fleet is hit, can the person just take out all of his ship from a fleet and rebuild the fleet? And the voodoo will go away?

What restrictions, only 25% of fleets are affected? The cards makes 25% of the target player's fleets stationary targets, for up to 6 hours. Throw in other voodoo and those fleets are effectively sunk.

Furthermore, what happens when the fleet is mid travel? Does the fleet just stop?

As I said before their is already a stackable voodoo "Control the Skies" that reduces the speed of all target player fleets. This is too much and unnecessary.
