I have worked out a table of hit points per level for all ships by attacking NPC fleets. I assume player ships have the same hit points (unless Pacifism is played, which seems to reduce NPC hit points a bit).
I haven't been able to work out what the exact effects of the ship upgrades on attack/defense capabilities (damage done by hits, accuracy of shooting, ability to avoid hits, ability to absorb damage) are, or even whether they are or are not very significant. The effects of cotton sail and double hammock upgrades on speed have been published in these forums, I don't know if the devs would be willing to do the same for the effects of upgrades on combat.
If they were willing, and my assumption about hit points is correct, it would be possible to work out a cost-effectiveness calculator as you suggest.
But since a ship's upgrades can vary per ship (and the possible variations are likely to increase I think when ship configuration is redesigned as Captain Jack has discussed elsewhere) I don't think a table as in other games is possible. These tend to have a fixed set of combat numbers per unit type with simple %age changes from research, so the eventual unit strengths can be calculated and compared easily. I believe the aim is to make ships that are more individually buildable for particular mission types etc.
