The fishing fleet would be immune as it would fall off the gossip page 30 mins after entering port... attacking it then is pointless as it is empty! Then, as it doesn't move anywhere, it wouldn't appear again until it is stopped and sent to a different port. Again, by the time it appears on that gossip page, it is empty once more. So, logically, if you just left it fishing 24/7 it would 'disappear' for all skirmish purposes except hitting an empty fleet. That's pretty realistic as who notices fishing boats anyway, they come and go all day. Again, pirates would have been unlikely to harrass fishermen, as trading with them for fresh food on a regular basis made far more sense than scaring them away. The exception would have been whalers, their cargo of whale oil and such would have had great value. Unless it has to empty its holds at a different port to the one it fishes in, which seems a bit daft, fishing fleets tend to sit outside the normal movement rules. That's why I suggested it does get lit by FoJ's for attack purposes : again, as it doesnt move for such long periods, HN's would have little effect as it is losing 1 DP per hour but not gaining any from movement.

I think that we can cope with these suggestions.

Summing up:
-initial formula
Fishing Production Rate ( per hour ) = 40 + ((Crew Members - 10) / 10)

-New ship type for fishing
Trawler (A bit concerned with the name though, as I am unsure if there were trawls back then. Perhaps another name is needed)
10 crew members, 75 cargo, no cannons, 12.500 base cost, material cost a little higher than fluyt, low HP, +20% bonus on Fishing Production rate, ship speed similar to howker (but with less crew,it means it will be the slowest ship in the game)
Fleets consisting of only Trawlers, will create no gossip entry.
A lvl 1 Trawler will generate 48 crates per hour. (With +50% from a level 20 Fishing Technology, will make the Trawler generate 72 crates an hour)
In comparison, a LMM produces 51 crates per hour with this formula.

-All warships excluded from Fishing
Which means that if a warship exists in the fleet, it will not participate.
As a prequel to ship specialization that is coming fast, we will add Ship Family titles (a better name is needed here, suggestions?). They will be:
1)Trade Ships
2)Fishing Ships
3)Warships

All advanced players should already be aware of what is what but newcomers are not. The good thing is that we use this kind of grouping since day 1 but we never thought it necessary to display it.

Regarding reasoning, since fishing fleets will be a poor target for skirmishes anyway, it makes sense to exclude them.
However, there will be no further excludes, like Hostile Natives as you mention. We cannot create such exceptions, especially for actions named on Voodoo Cards. It creates confusion. We need everyone to be able to play without reading a huge ruleset. Game manual should be for them that want to excel, not for the casual player.

all sounds good to me : one question : will the fleet have to travel to another port to fish, then return to unload.. or will it be assumed to fish from its 'home port' as in it goes out to sea, works, then returns to unload when full?

The ship name raises a good point : https://en.wikipedia.org/wiki/Fishing_trawler : mentions the earliest types were Dutch vessels called 'doggers', with a painting of one dated to 1675 : but an alternative could be 'Smack' also dutch-origin term for a fishing vessel generally used for line-fishing in the period. 'Trawler' as a name seems to date from the early 19th century.

I mentioned the HN's as the fleet is away from port for so long whilst fishing it would not be that affected by such a cast until it returned home ; so, not so much an exception as not affected as much.

Regarding HN, while fishing, no affect, absolutely.
Doggers sound good.

Picture it as I type:
-You have your doggers at Tortuga.
-You send them to fish at Tortuga!
-They leave the port for the fishing area.
-The fleet status will mention Travelling to Tortuga Fishing Area
-They will need a few minutes to arrive there.
-Arrival at the Fishing Area will mean nothing as this is not a port.
-The fleet status will change to Fishing with no ending time.
-Once all ships fill their cargo, the fleet will begin its journey back.
-Status will change Travelling to Tortuga (a few minutes)
-Once it reaches the port, it will be a normal port arrival.
