I can a use for the deportation, but as with most national issues, it seems a bit too cut and dried. Much work has gone into reaching title and rank, and in some cases, citizenship.
It may be that instead of deportation of all, it is a lowering of title - from nobility to military, from military to citizen, from citizen to deported. This would provide a means for a country to dethrone a king, or take a duke off of the council (The king and duke would drop to admiral). In these cases, a failed vote could create some interesting politics within a country.
A simple majority vote is not what should determine the outcome, but a 2 to 1 in favor of all those voting would be better suited for such a drastic measure of deporting/demoting an active player. Also, allowing a day (or some period of time) before one can vote would allow for both persons on each side of the issue to "campaign" for their cause, gathering their support, buying votes or other dastardly deeds needed to win the vote.
It would force the importance of title in order to maintain one's flag with a country. I think it would be prudent to include a means that once the vote is put in place, that even if the one being demoted/deported may raise their rank, they will suffer the consequences from the time of the vote, not of their current rank when the voting is closed. (I hope that makes sense.)
