Nomination is not approval by nor at the invitation of the Nobel Prize Committee. There are a whole raft of folk who can nominate anyone for it.

The UAE - Israel agreement is not a 'peace deal' : its a normalisation of diplomatic relations which has been in the pipeline for the last decade, mainly via covert and some open co-operation to combat their mutual enemy Iran. Given that co-operation has included military and intelligence cooperation, the two nations were hardly 'at war'.
