I doubt even the most racist police offce you can find does not go to work hoping to get a chance to kill someone of the race they dislike. Even if you dont get conviceted of murder your life is ruined.
White Police have be convicted of mudering minorites.

Jurys are random pools of citizens.
Lawyers can reject jury members if they feel they are biased.
Also there is a thing called due process.
Unlike the mob toppling statues.
You cant just claim a person is guilty and go straight to conviction
Being arrested is a punishment.
