Astragek, this can't happen. Why would you know what the other parliament is doing? This falls into espionage part (not yet implemented, right?) but you can still ask the other nation officials
Kangaroo, normally, npcs should be affected just as normal. For early version though, till we have a clear picture on how we proceed, this will not be the case. Once this is implemented though, the Governor will stop giving as targets allied nations or nations at peace, so this should not be a big problem. Still, we cannot do it right away as this also affects NPC generation at ports. As you can see, the dependencies are getting larger and larger as we simply analyze it, therefore patience will be needed at this part.
PFH, the diplomacy discussion suggest that there will be the ability to send funds from one treasury to another. Since we already have the Send Payment feature, which indirectly solves all needs to funds movement of any national treasury, this is not a priority. Ideally, we would like to first implement tribute possibilities. Or better said, automatic payments. Payments that will come with every pact, not treaty.
Taking it a bit further, Vassal stance for example, might be a Pact with an ally. This is at least our current impression as development unfolds. Take notice that the feature code-wise is pretty complex. Not that big, but complex and we are taking one step at a time in order to build it in the best way possible. We keep in mind the CommonWealth system as well and for all these to happen, we need to take good decision on code development side. This is why Vassal has not entered the initial version. Because we are still undecided in which is the best way to implement it code wise. Most probably, it will be a pact though.
