Also, what MoWs and SoLs need is not more protection. They need more things they can be used for. Something that requires a strong fleet. Port attacks would we a very natural thing that would only be possible with strong ships, just make the port's "forts" immune to voodoo. If not port attacks, then something else.
Having said that, there are plenty of SoLs sailing even today. They DO have their use. I like the "weapons race" where fleet A is defeated by fleet B, fleet B is defeated by fleet C, fleet C is defeated by fleet D, and then fleet D is so valuable it is stolen through a voodoo attack. This makes fleet choice strategically important.
