For some reason, while I specifically remember typing it, I cannot find the quote where this was explained. We have updated it to the game help file just now though:
-Skirmishes do not count for any mission unless they are specifically named.
In different wording, we are diversifying a skirmish from an attack. Even in news events, you will get the messaged skirmished instead of attacked. The reason behind this decision, is that skirmish would simplify all current missions if it was allowed to count like an attack in the mission engine.



 But what about fame? I long ago learned to ignore that stat, but it is still disheartening to see it plummet rather then slowly rise. This of course is due to the attacks skirmishing fleets will inevitably receive after gaining danger. The more fame you have the worse it is, and that kinda removes skirmish as an option if you are trying to accumulate it.
