Treasure Fleets are not immune to HN's or FoJ's : they just disregard danger gained from 'normal' port arrivals. That said, a cast of 2x HN's would have no immediate effect : whilst it would add 2 danger on arrival in port, the fleet itself doesnt gain anything from its travels so its total danger would be 2 and so would not be lit. It should then pause and wait for its danger to drop to 1 before moving off again. However, if not cleared, the HN's would continue to add danger on subsequent port arrivals : as TF's generally get used to allow sub-hour runs, its very likely that its next port arrival, unless an hour-turn intervenes to lose the one DP, will kick it over the 2 danger mark and light it as it hasn't had long enough to clear the HN-generated danger before adding another 2 points.
If really lucky with timing of cast relative to hour-turn and the journey length, a TF might avoid being lit for some time but the math will get it in the end as it cant lose the HN danger gained fast enough to stay ahead of the game because its purpose is to allow two or more port arrivals per hour. .
