Let's agree on some things:
-You currently use influence to get a port so every nation's domination of a port is based in people's power.
-The people's power already grants a lot of privileges to the nation controling the port, including the latest one which is the ability to tax them.
However, it cannot grant things such as taxing other nation's citizens or blocking any players from using a port. To do such things, we still have a long way. In particular, we need troops that can conduct actions. We need the fleets to be able to conduct blockade,guard and patrol missions. We need nation treaties that will negotiate with other nations in a scripted way. All this can happen and once these happen then managing how a port is used will become possible.
Till then, all laws must target your own citizens.
