Description: If target ship is not in a fleet, it becomes yours.

Additional Information: If ship owner has no other ships in a fleet, they lose 10% of their fame, and you earn half of it.
-Commandeer can not target Man-o-Wars

What happens if Commandeer voodoo is cast on a ship IN A FLEET? Is it a wasted cast?
