This is subjective and different for every player.
This is the best defense and also the most vile of offensive behaviors if taken to the extreme.
A few examples.
The player likes attention. Give them none
The player likes ships. Steal them, sink them raid them.
The player likes ports. Trash their ports.
The player likes combat. Try not to fight them.
The player is social. Try to point out their flaws till people turn away.
Ect
The broader the players interests and gameplay activities the harder they are to damage. A player with a single minded game
Narrative is easy to hurt either intentionally or non intentionally.
Always consider what your adversary is seeking.
Maybe they want you to attack them.
A mild attack in these manners might be a good deterant to your adversary. Taking it to far might ruin the game for them.
I prefer for the most part to just go with the flow and only deal damage for my amusement of game play, like stealing ships or a raid. Sometimes i deal damage in retaliation. I try not to intentionally hurt people for fun, for no reason.
