A nation can already do this on their own. They simply need to post it in nation forums and The King or nation treasury.... or anyone for that matter, can compensate for completion. Adding a game feature would make it automatic. As a former King I would have seen no benefit to this.

A game mechanic would not be specializable to a nations current needs. It would be fixed. If you want participation from you citizens, simply post what needs to be done in the forums and offer up sufficient compensation.

Almost all nations do a form of this. Payouts for TI's
Payouts for Influence adds and Maintenance.

Simply expand it to other things.
