Umm well they still count as players they just are not playing at the this(or that) point in time but they're still part of the game. Inactives can't even defend against attacks so its much easier and requires little challenge therefore there is no glory or honour(too use your words) in taking inactive player's ships. Whereas taking ships from active players requires a challenge and is actually hard( most of the time).
