The easiest and simpliest solution to the issue of debt is to remove the 'manual' option for paying taxes.
Taxes are deducted automatically : lack of funds due to oversight can be covered by a 72hr grace period after which if the overdue tax is not paid then flag is lost.
Simple.

Simple.


What about debts owed by captains that are no longer citizens. Loss of flag won't cover that.

I think this is the perfect trigger for a LoM system to be put in place.

No... its about preventing future debt. Nations have no choice but to write off past debt because no system can be devised that will not cost them as much to enforce as it brings back. LoM mean what.. honour points? Hitting a target then giving the profit to a nation who gave you a lovely icon to wear? Yep.. I expect that will catch on.

I think the goal would be that both nation and the agressor be rewarded, and not with badges

Perhaps this feature could be a part of the future fort system and blockade systems - fort systems would allow dead beats fleets to be confiscated, or at least the finances and cargo involved in the transaction.

Blockades could lay in wait of any port waiting for and individual or nation to engage and confiscate, etc. This way, nation's without port control have another means to regain lost taxes.

As for inactives, I see it this way; much corruption and embezzlement goes undetected - these cases are cases where one knows where funds went.

In general, these funds represent the taxes/swag taken from the citizenry of a port, or from ship taxes, etc., one way or another. In what case does the population actually receive benefit? The only benefactors are whoever the council and government decide who benefits....and it ain't the primary source of revenue in most cases.

To create a system to recover debts on the roster is a bit twisted. Inactives are gone - and most likely never to return . Tie it into other features, in various ways for those who do return, and for those who are still active.

Could this include bankers who have gone AWOL? Liquidating assets to release funds held in those banks to the depositors?

Honestly, whenever a banker goes awol, i just raid their assets until im satisfied.

And then i never store in risky banks again lol.

Possible ties into blockades with this, or fort system.

Possible as a bank inquisition add-on

Tax evasion warrant. Garnish wages, anything stolen from the player the attacker gets a fee of 10% of the value and the rest goes to the nation
