I think a new nation law might help the issue. Perhaps a law offering a bounty for immigrants being deposited to the port. Or perhaps a law where one could change the tax rate to affect pops. For example, standard is 5 gold per citizen. But let's say a nation lowers it to 4-more people would want to live there since it's cheaper to do so. Conversely if one raises it to 6, fewer people would flock there due to it being more expensive.

For a quick basic formula, something like a 10% change. So at 4 gold, all methods raise pop an extra 10%, for a max of 40% boost at 1 gold.

So back to a nation based bounty system.

Was thinking about it being a law rather then a bounty system. So something that basically goes like, the nation uses it's coffers and pays X gold per immigrant.

Something I did notice was, if I stop importing workers to a plant, the workers get sick from poor sanitation and no amount of bath gold can improve their health. Their lifespan is way too short IMO

I actually had not considered my purchased crewmen to be working in a plantation which co-locates in the same port but thought when I load up a ship with workers to move to a plantation, it would be these poor forgotten souls that boarded onto the ship. Not the regular tax paying citizens.

To whomever is sending black deaths: please stop. Ive pulled some dirt out to get the port up to 11 and now its back to 9 millions. Community members are pitching into the port to raise the population well over 100 routes currently working hard. Send hns at me or fugis instead. You are hurting the community instead of barbados.

Please stop. Thank you.

Is it black deaths or could it be plantation feeders?

Black Death even at this level is pretty pointless.

When you fire workers, they go to port population. You actually get a small health bonus on your plantation when you do this as those in worst shape are preferred. So, you can still bring in new workers, use them and before they start die, you can fire them.

In this way, none dies and thanks to plantations, you get some payment for bringing immigrants to the port (their work).

Aside from this functionality you could use, we plan to allow trading of workers through plantations. Right now, you can trade resources from warehouses. Soon, you will be able to trade workers from plantations (as this is the only way to realistically offer this - as population needs food and food can be given through a plantation, even a naked one).

So what nations could do, would be to buy these workers utilizing the Send Payment feature to one of their officials. The official would then buy the workers and fire them, adding them to the port population in this way. You could even create a post at the Tavern for this need and set the price for which you will buy them.

Since there seems to be a necessity for this feature right now, so we will work on finishing this as soon as possible.

There should be a public metric that shows the person with most voodoo casts or something
