Nation to choose capital (Small)

I’d like to propose that a nation has the choice to set any port as a preferred capital, regardless of population. This is set by a vote of the country.

A capital has more space for more port buildings and has an extended cap for citizens by 500 million citizens.

More citizens pay their taxes in the capital than other ports.

Your capital cannot change for 180 days after initial upgrade to said port.

If a capital changes via vote and said port is at 2.6b population, then the citizens will be all killed by the soldiers of the nation in fear of potential spies for the fallen nation. If capital has fallen into another nations control, the country will keep its population for 72 hours time and then the citizens will die off to standard cap is the nation does not reclaim the port.

Let's make it Law-Based though, based on majority rules already in place for laws. No need to have extra rules.

Since Capitals are only cosmetic for now, we do not need any extra sideeffects for now. Later on, we can add scripted effects to a capital and also side-effects on Capital loss and move.
