There is potential to add benefits from officer specialization and techs. However my proposal doesnt require them to be practical so perhaps thats a discussion best carried out in the officer specialization thread.. whereever that may be these days :)

Eliminates the cheap ships fishing issue by changing the formula and then creating a shiny new cheap ship fishing vessel.........
