-1 Disapprove due to irrelevance.

This is possible through creating attribute allocating which auto assigns based on predefined selections when the ship is levelled. This can be done for each type of ship. Combine that with the new manage fleet mass upgrade option and there you have it.

As Skyhawk and Vane have said, a form of this tool already exists.
