+1 to the whole idea, even if I think that the Scavenger card is a bit too weak. Or, at least, I woudn't invest 3 turns for 250 crates only, not even hoping in the luck they'd be 250 Goldbars (too low chances of success, assuming the chances would be 1/8 for each resource).
I'd leave Goldbars out as they don't float like wood, but at the same time I'd increase the number of crates found.

I agree. 250 crates for 3 turns would make it fairly inconsequential. Boost the turns back to 8 and have it apply to all fleets of a captain maybe?

FLEETS? No this is items lost at sea after a battle or a Leviathan pokes a hole in your deck.

Considering it a Common Card and semi similar to Iron Golem, I don't know if the turns or crates are out of line. Perhaps an increase to more crates, but not sure on that yet.

With the addition to "Scraps" when a ship loses a level, I too don't see a big need for this.
