Think some of the abilities are a bit OP, but the idea is nice enough.

I believe much of the suggested abilities are in fact too overpowered. There are also now similar suggestions from Caj involving captains and admirals i find to be much more thought out, balanced, and a better place to begin discussing a similar concept.

The ones that are debateably overpowered required a LOT of turns which in my mind balances out the power as it will reduce the ability to continue aggression.

I'll +1 this but it needs to be figured out a little further.

Not apart of the group but will share my two cents.

I agree with Vane that there are newer and more refined suggestions. I would -1 this idea just based on that fact. But perhaps you could salvage an idea or two here and suggest they so how work with the new ideas that CJ has in mind.
