At the second round of every battle, it will continue as it is today (with who-shoots-first rule)

I disagree with this. It should actually be reversed. The first round of battle should be who shoots first rule, with all remaining rounds being the same time. After the first round of battle there is no element of surprise or prepared defense. The battle has begun so there should be no who shoots first.

Unless i am mistaken, this is to allow preset orders to captains and admirals to take effect. Each side will have different targets now. One may aim for the hull and the other the sails, altering ship stats to specific degrees and changeing the course of which ship then shoots first based on speeds.
