I am told that the governors have no say over who gets the acreage in their ports and that all assigning is automatic.

Is this incorrect or a flaw in the process.

It should go without having to be said that in RL, not only would my suggestion above be real, but also that a governor would have final say over how that land is distributed?

Governors affect operating permissions. Acres Rental is a free market. Remember, 80% of rental income goes to national coffers.

It's not about the income, it's about deciding that a governor would prefer his income to come from one source over another.
A governor should be able to allocate the acres according to his or national desires notwithstanding operating permissions.
And for sure a king should be able to deny or render inactive a plantation without recourse within his lands.

Neither of these feel illogical.

Operating Permissions are surely more than enough. Remember that these permissions last 90 days and if you do not have one, you cannot place (new) bids.

Now, even if we wanted to expand such authority to Governors/Kings then it would not be at all easy in terms of required work. Permissions are already more than enough workload (however,it pays well).

I have full respect for the workload involved in developing and maintaing the game we play and do not make light of it.
Respectfully though I'd like both those suggestions to be placed on the development board.

I can see the point, and understand the frustration - however, operating permissions can be used as well as other creative means to be used to deter or hinder the interloping plantation owner; skirmish and plunder his/her fleets in the port in question (a seafaring solution, which blockades and flagships may enhance), voodoo (an old stand by in game play), bounties (another option), etc.

Much like banking, where it operated without collateral, we do what we can, or just don't do.

As for reality, Goldsmiths generally don't turn gold coin into gold bars, but quite the opposite.

What makes Pirates Glory the game we are enthralled with is in creating and devising ways to achieve our objective thru its quirky and imperfect features. This can be much more entertaining, challenging and rewarding than toggling a button that executes the desired action - it working with what we do have.

does this mean after 90 days another 100 credits need to be spent?

No. That's for construction permission.

Operating permission is a payment to the Governor. Negotiated.
