Inactives ship idea

Hey everyone I have a idea. I'd like to know if you guys like it. Keep in mind this is a rough idea.

So inactives, every nation has at least a couple. I don't think they delete automatically but anyway I'm getting sidetracked. What if we could put inactives ships to use. My idea is players who have not logged on for a year his ships go to a nation auction, the player still owns the ships but can be used by other active players so they don't lie around doing nothing.
This 'auction' of sorts will just be to the inactive players nation. E.g( I go inactive for over a year, my ships can only be borrowed by Australian active players. If I log back on and look at a ship being borrowed it will say on loan. I can ask for it back and there will be a transition period of say 24 hours. You could also add crew, cannons, levels and put cargo in it. This would help active players a lot and not have ships lying around. You could buy it with gold coins (maybe not credits because players normally have less credits except ones who spend money on this game) for a determinable amount of money. e.g ship of the line level 1 3,000,000 gold coins.

the only issue is that an inactive player will turn pirate eventually due to debt to their nation, which would kill the idea of a nation using inactive ships from its citizens. Not to mention inactives tend to get their ships stolen sooner or later unless they didn't' have any worth stealing. I will say this though, that perhaps a law a nation can pass that if a member racks up a high enough debt and get's deported due to this that the nation can seize any ships they have and auto sell them to offset the debt.

I think he is saying that he has some inactive fleets that he wants to "lend" to other players.

How nice of him or is this some new recruitment for a nation scheme. I dont like government buy back programs
