Upon nearing Thorokas they can see a fairly large fleet guarding it. After a bit of communication they allow Jack into the city to meet with the admiral in charge of the fleet. A young man greets Jack and the others at the harbor and points them to a nearby building to meet with the admiral.

So, from what I hear you want Thorokas to help you stop that fleet from Psaral right? Yet I seem to have noticed you only brought barely over a dozen ships here. I sincerely hope you don't expect us to fill in the other 38 ships to equal that fleet. If you do, then your outta luck. We need to make sure we have the strength and forces needed to claim this side of the strait for our checkpoint. If we blow through a large chunk of our forces this early on, we won't be able to succeed in our goal.

No sir, I'm not asking for that, I'm asking for just enough ships that we have a chance of beating this enemy. If you do not make an attempt at stopping this fleet, then your plans for taxing the strait are over. They plan to destroy it.

I know that. But the governor's of Neapolis and Psaral are short-sighted fools who clearly didn't think things out past a few months.

Let us say that they succeed in destroying the strait. They would have then made an enemy of quite a few of the neighboring ports due to trade being damaged. This would lead to a massive coalition that would both stomp the 2 ports into a mudhole, and then get to work on repairing the damage done to the strait. This, would probably be a several month endeavor-a year at the most. That would damage our trade somewhat, but nothing major, and it would give us time to amass more forces to prepare the checkpoint to immediately be built upon the straits return.

This, would also give Caspian time to build that fort they want without any worry of an attack from the other side of the strait. Why do you think neither of us are worried about this fleet?

However, I will admit we would prefer not having to wait several months to a year. So, we would be willing to lend some ships to help stop this fleet. But first I wish to know-how many ships and men are you willing to send to stop them?

Yeah, we can assume that. I recall he said he normally had one 2nd rate and 2 heavy frigates he normally used, but I think he said his best he kept saved for special occasions or something.

Alright. You agree to put in 28 decent ships, and I will put in 40-just to make sure their fleet is stopped. Here's what im thinking- you and your 28 ships, along with 25 of mine will enter the strait and fight them there. It will be a heated battle, but possible. Meanwhile, my other 15 ships will form a battle line near the end of the strait-so that if any of their ships manage to slip through, they won't be able to carry out their plan-or if heaven forbid we lose the battle in the strait, then the 15 reserve ships will serve as a final line of defense. Does that sound agreeable to you?
