That's not entire correct. People can change quickly, what takes time is the proof to others that one has truly changed.
There are plenty of cases where people have repeatedly made poor choices. At some point in their life they make the choice to change. While others will be skeptical of their change, their actions over time will show that they have changed. An example of this in Pirates Glory is the player formerly known as Pirate Roberts. Only takes searching the forums to learn of the exploits and reputation of Roberts. A reputation that followed him into his current account Admiral Nelson. People who truly make a change deserve recognition and in some instances praise.
On the other side of this are people who claim to have changed but truly haven't. They claim to be turning their life around, but they are doing the same old shtick they did before, and in most cases are worse as there actions are of a sneak and a hypocrite. These people don't deserve anything but shame and rebuke.
