They now have the responsibility of watching 36 people in the guild. Being that this is a new guild it is safe to say nearly all of them are active. If pirates are being pirates, TUDOR becomes a main target as they keep growing and presents its self a a viable income source. If TUDOR was to retail in excess like fashion to every hit on them, it is going to cost major investments in the game. Merchants are better off arming fleets, investing in level 10's and making it so pirates need 5 fleet battle fleets to take them down, because in the end it makes pirates also have larger purses and it just carries down the benefits for all. Now if someone is to sit there and constantly annoy them, then they have to be ready to battle as a majority of those players have excellent knowledge of how to play the voodoo slinging game. IMO Tudor is designed as a system of people looking out for the best interest of each other, cleaning voodoo, checking purses and letting everyone know what is going on, I do not view them as "Pirate hunters/enders" as they have too many assets in the guild that would become targets.
